Not all people are cut out to be investigators. Everyone has something they are relatively good at, but people can’t be good in anything. There’s a forte for everyone. I agree with you that not anyone can just put up a PI agency – it takes more than tools or money to deliver the goods to clients – it would defeat the purpose of hiring a private investigator if he or she didn’t have any investigating skills in the first place.
